M&R Approach

The development of the maintenance and rehabilitation (M&R) plan for Arizona airports consisted of developing pavement performance models, identifying feasible M&R alternatives and unit costs, and defining prioritization rules. Once these different components were defined, an M&R plan was prepared for the airports in the ADOT APMS database. The M&R development process consisted of predicting the PCI of each section for each year of the analysis, using developed performance models to estimate future PCIs, and applying treatment rules to determine what, if any, maintenance or rehabilitation actions were feasible. Finally, the recommended M&R activities for each airport were determined using both an unlimited and constrained budget. Both analyses were conducted using a 2.5 percent annual inflation rate.

The unlimited annual budget analysis was used to determine an overall M&R needs assessment for 2019-2024. The constrained annual budget analysis was used to develop the Airport Pavement Preservation Program (APPP) given the expected ADOT funding levels for years 2019 to 2024 to be $3.5 million annually. Additionally, when feasible no more than $1 million or less than $50,000 was expended on an eligible airport in a given year.

Tucson International (TUS) or Phoenix-Sky Harbor International (PHX) Airports were not included in the APPP since they fund their own pavement maintenance management programs. In addition, the analysis did not include military-use pavements at Yuma International Airport and Sierra Vista Municipal Airport-Libby Army Airfield.
